I lived in Oakland for two years, and El Cerrito for one year. I should say, I lived in Oakland very close to the border of Berkeley. If Berkeley is too expensive (relatively speaking...it's all too expensive there) then you might want to check out nearby areas. As OGF said, Emeryville, El Cerrito are good towns to check out. I would think that Albany would be too expensive, and Richmond is too ghetto. North Oakland might still be liveable, I haven't been to the area in a few years though so I don't know what has changed.
I have been to San Diego twice on short trips. While the rich parts of town are nice, the rest of the town kind of looked run down. I don't think I would want to live there.
