Actually I find the bit about them being pissed re: sanctions even more interesting than the 'will resume program as soon as possible' bit. That's a given. Interesting note: I can't remember the government agency, but there was a government body (FBI is my best guess, I read this as a note in passing) that hired three graduate students of physics to try and create a design (that would actually work) of a nuclear weapon from publicly available info (much of it compiled by Chuck Hansen, the guy who wrote the swords of armageddeon and used to rerequest any of his tens of thousands of documents obtained under the FOIA to see if something was missed from a blackout in one version, and got an FBI visit for requesting a document "He could not legally know existed" - the guy Tom Clancy notes as 'having entirely too much information on the subject of nuclear weapons.') It took them around two man-years to develop a working design.
I've committed most of the very basic rough sketches to heart myself just for novelty value, used to be able to rattle off a good portion of the details, etc. Most of the info's avail. at this link or maybe this one if you're interested (this speculative but probably-correct B28 bomb diagram is especially informative).
No kidding they had people doing theoretical work and were ready to pounce at a moment's notice once we left - I don't think anybody figured otherwise. What's interesting to me is that Saddam was that PO'd by the sanctions - I mean, really, he was feeding his people out of his own pocket during the sanctions which was great for political appeal (I've often often whether there might have been a sliver of truth to that election of his just because of that fact, heh) - that's a very, very effective control mechanism. If people don't eat without you, by default you call the shots.
