You'd better start shopping for a new rig. I don't know if Dell is selling computers that can handle those requirements, but Alienware might.
BTW, valve is planning full client support for AMD 64bit processors on HL2's release.. which sounds very awesome.
This game will look so awesome scaled back for DX6. No complex water reflection/refraction. Simple shadows. No bump-mapping on the low resolution textures it will choose for you. No complex models in the background. Much less use of volumetrics and particles. Simple props and all at 16-bit color at 800x600. Man it will be as if it was 1997 all over again.
