Today? It's really, really, impossible. To give you an idea how impossible, it was only a few years ago that computers could win at fucking checkers. Assuming you could meaningfully quantify and compare Civ positions (a good doctoral thesis in itself), there are so many possible moves that checkers-like AI is totally not happening, ever ever.

That leaves simple, goal-seeking tactics ("get tech X as fast as possible, build lots of unit Y") which don't work because if the game could be won that way it would suck; and cheating.

There are many clever people working on the goal-seeking side of things, though, and not just for Civ AI. Within your lifetime, the technology might be able to fairly defeat a mediocre Civ player.
