So much for liberating Iraq, saving the innocents, and bringing shining democracy to the Middle East

Is anyone here really suprised?

I see no references in the article corroborating the Kurds' claims about the supposed changes US policy, and the Kurds are hardly an unbiased source in these matters. An end to Saddam's reign will also mean an end to the northern DMZ. The Kurds will have to answer to Baghdad once again, and democracy or no, that is something they'd prefer to avoid. The US has already stated that it won't support an independent Kurdistan, so the Kurds are going to do everything they can to undermine the case for war.

Actually we've already picked out the military governor to take over in Iraq. Some retired General.

Of course the military is going to run the place for a while. Just like we did with Japan and Germany. We're not going to just bomb the fuck out of the place, throw them a consitution and say "have fun." The US will stay there, in charge, until the country stabilizes and is mostly rebuilt (using that sweet delicous crude) and then turn the government over (hopefully) to a democratically elected government. At that point the military will withdraw to their new (strategically located smack dab in the middle of the Middle East) Iraqi bases (hey Saud's, we don't need you anymore. Have fun with your forthcoming revolution!), venturing forth only to get drunk in Iraqi bars and run over the occasional Iraqi school girl.
