Being primarily a simulation, Banished in general works kinda like real life. So when you build a Forester, you don't start getting wood (heh) right away, it takes a little time for him to plant the trees and wait for them to grow (granted, at a ridiculously accelerated rate) before he can start chopping them down.
Likewise, on farms, they will plant the seeds or whatever at the beginning of the growing season. Only late in the season when the plants or trees start reaching maturity, will it yield any food. Once the "yield" is up to 100% (you can see the stat of you click on the farm) the farmers will start harvesting, and that's when you get your food.
If you are desperate, there is also a "harvest" button on the farm which will tell them, harvest whatever's available right now, we can't wait for it to reach 100%.
