OLED + HDR is incredible for content. I recommend it whether you're buying a TV or monitor. It's like the switch to high-def but for color. The higher contrast makes games with good art direction look even better. Recommend Ori and the Will of the Wisps as a good example.

I don't know if any monitors support Dolby Vision, but if they do and money is no object, and you want to spit in a homeless man's face on the way home with your fancy new monitor, that's the gold standard for HDR. However, games also have to support it (and HDR) and I don't even know that any do. So, it might just be a pointless money sink if all you want to do with your monitor is play games.

I have an Alienware monitor. I've always avoided Alienware because I think it's overhyped, overpriced Mt. Dew Gamer Fuel crap, but this was actually a good monitor that I got at a good price. Would recommend, but I bought it over a year ago and I don't know what's new or better.

I'm running Windows 10 and the HDR support is fine, but I hear Windows 11 has much better support and is easier on the eyes. If you're planning to use productivity apps with white backgrounds or high contrast, it may feel like your eyeballs are being burned out of your skull.
