Right, so
Tie each Twitter account to a credit card. When you are found to have posted a certain number of death threats you get banned. If you want another Twitter account you must tie it to a new credit card. If you have 20 credit cards then oh no! You're the world's greatest harasser. One guy out of 10 million broke the system instead of the way it is now, which is everybody. Every one else at least has to call up their bank.
People will absolutely cry because their FEE FEES got hurt so maybe the strikes die off after a certain number of times. People will also cry because they can't act like Jack the Ripper through Twitter. But tying it to a card means getting banned means something. There's absolutely nothing about it that doesn't work or isn't feasible. If you buy an ad they have your cc anyway. Twitter SIMPLY DOESN'T GIVE A SHIT and they never will. Twitter is the ones these people ought to be going to.
