Here you have organised crime syndicates who have also created exact replicas of card readers. They go around the country to gas stations on busy highways or restaurants and pay employees a few bucks to use them. After a few days they take the readers someplace else and by the time you see fraudulent transactions they are long gone.
Oom, there's one big difference between Europe and the United States. Because of the development of chip and pin the banks got the laws rigged so that in case of those type of transactions, the customer has to prove the transaction is fraudulent.
In the United States, if a customer claims a transaction is fraudulent within two billing cycles - which is about 60 days - Federal law sets the maximum liability at $50, and because credit cards have to be competitive, all banks go further than what the law requires and set liability at zero for fraudulent transactions.
