Too many numbers. Units have 8 different stats expressed as a 2-3 figure integer. Those stats can be raised with equipment. There are like 8 different tiers of equipment, each tier pushes some stat +15% or gives a flat bonus. You unlock different tiers of equipment by having access to the relevant Strategic Resource near a city, and then doing the research to unlock equipment made with that resource. There are six different Strategic Resources and only two of them are accessible at the beginning of the game, the rest appear on the world map as you advance in research. You can also raise stats by attaching a Hero to an army; he will have special abilities that nudge stats in a certain direction, and his special abilities can be leveled up with experience or with special equipment too Then there are additional stat bonuses for terrain, height positioning, and abilities intrinsic to the unit (so some guys might have their "attack" stat boosted by some arbitrary number when they attack Cavalry unit types.)

They need to identify the kinds of choices and balancing they want in game, and then abstract it into the most simplified, numberless system possible. |
