I think that not being able to attack an enemy until they attack a member of the party first is a good implementation of not going Judge Dredd on someone's ass.

I'm definitely having different areas in the game. With the premise of the game being anarchy due to the Internet being out, this is a really great, really interesting idea to have a class's abilities change based on the law of the land. This will be fun to code -- thanks, Stew.
