The gameplay views I saw gave players the power to control the world around them, that you could find out anything about anyone around you. Whether you're on the side that has this sort of power, or the rebels fighting this by hacking into it, it's a cool idea for a game.
As we are discovering from the leaks coming out about what the NSA has been up to, we would not like the situation if we were in such a place. As it has been pointed out, many times, when you get these sort of things in place, if they can be abused, they will be abused. East Germany's Stazi, Stalin's NKVD/KGB, Hoover's FBI, the temptation to misuse this stuff becomes irresistible.
They showed it in the movie True Lies where Schwarzenegger's character uses the immense resources of his agency, in knowing violation of the law, to spy on his wife and a sleazy used-car salesman who is trying to trick her into bed by pretending to be a covert secret agent and using imaginary secret activities to make her think they're involved in dangerous spy operations (the exact same things her husband is actually involved in).
There may be good intentions on creating this stuff but when it exists, like to combat terrorism, but eventually it always gets prostituted into use for other purposes, like spying on dissidents and protestors. And we know the end result of good intentions.
