Consoles exist as a singular hardware profile you have to support. You can program closer to the metal to get more performance out of them. This, in turn, leads to being less portable. The gulf between what a PS2 was and what a PS3 is is enormous, and requires the console vendor to either stick old hardware inside the new kit (insane, expensive) or develop an emulator (good luck making sure that works 100%).
I think you're spoiled by Windows, an OS that maintained exceptional back-compat at the expense of good design for a long, LONG while. MacOS didn't do this, and 32 bit hardware from a few years ago won't even run current versions of the OS. Is it annoying? Yes. Do I enjoy the new, clean 64 bit environment of the current OS? Yes, very much so. And this is on a general purpose computing platform, not a console.
