Instead he heavily sedates a man and then expects him to deliver a poison gas at exactly the right moment. Yes, it's true that the amount of force they landed on Arrakis to hit the Duke was probably too much for him to hold out, but he could have at least captured the Baron, and being firmly entrentched he'd have the ability to bring spice production to a standstill while they resolved the fighting, which would have made the bargaining position pretty much in his favor.
