Why is 3/5 generally considered a positive review, and 2.5/4 a negative one?

If anything, I would've thought it would be the other way around. Is this something people learn in high school? Because I didn't etc. etc.

Because when rating in objects like "stars" you should stick with integers.

Why is N/2 + 1/2 a positive review in a 5-star system but not a 4-star system?

Because 3/5 looks like 3/4 and 2.5/4 looks like 2/4.
