I had this! It was called Driller here. I thought at the time that the oil drill locations were related in some complicated way to the geography of the planet. I played it again recently and it turns out I was way closer to finishing it than I thought and the drill spots that don't have arrows pointing at them are mostly just trial and error. I did play it a lot at the time though.

Other games I finished after a 20-year hiatus: Deadline.
20-year hiatus games I still haven't finished: Colossal Cave. Because fuck that.
