I think there are at least four kinds of RPG, some of which are actually pretty good.

1. An Action RPG is one with combat on par with a decent Action game. Symphony of the Night is possibly the best Action RPG.

2. A Tactical RPG is one with combat on par with a decent Tactical game. Jagged Alliance 2 is easily the best Tactical RPG.

3. A Pure RPG is one with a minimal amount of combat. What combat exists is largely optional, but some characters are developed (through dialog and quests) to the point where you actually want to kill them, and doing so has an impact both on your own character and the gameworld. The original Fallout was an attempt at a Pure RPG, and still stands as probably the best.

4. A Bad RPG is one with plentiful combat which is meaningless and largely unfun. Enemies exist as speedbumps to exploration and slot machines for items. Any motivation for fighting is purely mechanical (they're coming for me, or they have something I want), and the fights themselves are nothing more than a means to an end. I found the original Diablo remarkably tolerable for a Bad RPG, perhaps due to the wonderful atmosphere?

I have not played New Vegas yet, so I can't say where it falls.
