I think by "overreaching" he meant that he tried to write a more complex story, but couldn't handle it.

"Ok guys, so it turns out the Flood is run by the plant from Little Shop of Horrors, only it likes to speak in sonnets and limericks!"
The reason you're looking for that HALO Reach was actually really good was that it was written by someone else.

Halo 2 is a lot more than a Halo 1 redux + Kenya.

No, it's really not. Unless you meant the initial level on the orbital platform? I guess that salvages the whole thing!

It added a lot of complexity to the Covenant society and whatnot.

Complexity being a vaguely non-denominational new age theocracy that's so transparent only a fucking retard would buy into it.

I'm not saying it's good, but it was at least trying to turn a simple story into a much more dramatic and "world-building" one.

No, the original idea for HALO 2 was more dramatic and "world-building". HALO 2 was promised to us as what the first half of HALO 3 wound up being. That trailer/teaser scene in New Mombasa where you land and walk through a triage center while a private tells you that the brigade out of Diego Garcia was first in and tasks you with blowing up an AA gun that later was welded onto the back of the Scarab in the finished product? That was way more interesting than what it finally ended up as.

Instead, it just was a big mess (and yeah, the overall plot was pretty samey). The level design attempted to be "intricate," with lots of setpieces or gimmicks (low gravity, the banshee battle, the whole "cutting the cable" thing, the scarab, boss battles, etc.)

The Incubus and Breaking Benjamin playing through your speakers......

Halo 2 was incredibly ambitious, but the ambition came from pressure from Microsoft ("make it bigger and better!") and not from any actual creative inspiration, so when they tried to fulfill their (Microsoft's) ambition they didn't quite know how to do it.

It's a shitty fucking studio that blames their publisher for handing them a blank check to make a sequel as the flagship product on their console and whining that the bar was set too high.
