One thing that's always going through my mind playing Fallout 3: TETANUS. Look at all that rebar poking out, and all the pointy metal bits at Megaton! Holy shit, there's no fucking way, unless that bacterium conveniently died out after the war. But I was also imagining spontaneously created punji pits of rebar in the rubble, where your weight causes a section of the pile to collapse, sending your leg past rebar angled downward so you can't get it out without tearing your leg up . . . ugh. :(

Also, DC isn't NY, so I dunno if the tunnels would flood. Certainly there's no large body of water trying to reclaim sections of the city.
