There is absolutely nothing dishonest about changing what has evolved into being regarded as a fairly nasty slur with all sorts of baggage from the war. That's not by political correctness police, that's by the military itself. The review is being published in 2010, and there is no way that "Haji" is viewed the same way as it was then. It's sort of the signature term of disdain for Iraqi lives now, a one word summary of the American attitude in Iraq that cost everyone involved a great deal.
But on the plus side, you're obviously wrong about HGB as well, so this is at least consistent. If you went back and edited racial slurs out of your own writing, it could be dishonest if you did it out of fear. But if you did it because you realized it was not the right thing to do, and in fact interfered with the message you were trying to deliver, then that's just maturity and experience.
