Well, it has plenty of tactical crap. So much that I have to set it to slow speed so I can deal with the computer. I gotta be sure to tell my rock dudes to fight the scissors dudes and have my paper dudes fall back or else the whole operation falls apart. That's fun for a while. I like RON better, and it does have a few tactical options, like generals and entrenching troops and stuff. But Microsoft helped you by having the rock guys automatically shoot at the scissors guys if they're around so there isn't much to do except make sure the logistics are good, like you said.
Empires has incredibly detailed civilizations that have totally different units, buildings, and play strategies -- kinda like Starcraft. In RON, pretty much everyone use hoplites and archers, then moves up to generic grunts. Each civ has only a few different units and one or two special qualities.
One of the big things in Empires is building and defending big ass walls. Wall off half the map and then get ready for the ultimate nickle and dime nightmare. RON has borders that cause damage to your buildings and guys if they're on the wrong side. That system with forts and towers and cities is pretty cool . . . it makes certain map features really important to take and hold and lends it a little bit of realism. RON is generally a better game, but I like em both. One thing I'm excited about is that Empire Earth II appears to have both borders and wall-defense nightmares, so it might be the best EVAR!! Or something. We'll see.
