The mission objective telling you to open the door has to trigger before you open it, and for the first two times it just failed to trigger. Reload a third time and it worked fine. If you can't get it to work, you can just skip the entire tutorial by telling Jack you don't want his help. If you're talking about anything other than the tutorial, then you're beyond any help.
