My theory on this is that some government agency released some low profile memo and included a tiny blurb on lasers just because they <i>had</i> to cover all possibilities, no matter how absurd, so they started throwing in stuff they read out of Tom Clancy books. Then some news reporter gets a copy of it, sees the words "terrorists" and "lasers" and figures it'd make a sensational headline to say "TERRORISTS NOW ARMED WITH LASER BEAMS AND RAY GUNS!". This whole thing reminds me of those ads in the back of comics books selling books on how to build your own death ray.[/quote]
