They specifically mention "combining" CO's , then go on to list the most broken combo possible: the cheap but weak units of Colin combined with the super strong units of max (or Kanbei). I can't imagine any other combo anyone would want to play. I guess AW1 was so perfectly balanced that anything they add can only break it a little more.At least in 2 they weren't that bad (neotanks being flat out better than medium tanks in every way).
