The war is over when the thing no longer has power to resist. Terror is not a thing, it is a tactic. Many people moronically think this is a brute-force approach, along the lines of what the IRA traditionally has done. Osama bin Laden was (possibly is) much smarter than that - reverse psychology is the key. Terrorize your opponent so that his reaction is what you want. Osama wants a clear East vs. West conflict?
