It's still racist insofar as Hirada named the two Black characters in his video game Leroy and Raven - what is the matter, were Heckle and Jeckle taken? - but one issue at a time. No, the real racist part is everything else, where he tries to compare the racial experience of being Japanese to the racial experience of being Black. NEWSFLASH ASSHOLE: JAPANESE IS NOT A RACE. There are only three races recognized today by sociology: White, Brown, and Black. I know in the olden days they had some weird ones like Mongoloid but those have been deprecated. Japanese are White with a yellowish tint (there are Blacks with a yellowish tint, they are called High Yellow). Some Browns in Southeast Asia have a yellowish tint (Indo-Chinese), and some Browns in the Americas have a reddish tint (American Indians), but they are both still at a base level Brown (Blacks with a reddish tint are known as Redbones).
