I've used it both ways, I've taken some assignments and I've used it to hire someone to write me the code to calculate a mathematical formula. A guy in Germany did the exact thing I needed for $80. There's no cost to post a request for bid, you escrow the money once you decide whom you want to do it of the people who bid, you can pick more than one if you want, and you release funds only after you get the deliverable and check it meets what you asked for. And like eBay, the seller picks up the transaction costs. One time a guy needed an update to a Fortran program, I bid $75 for a job that ended up taking about an hour to write, debug and test. He was very pleased, and I even cleaned up some of the code while I was at it. You could also pass on a request on where to find an artist / performer / composer on <a href="http://www.StackOverflow.com">http://www.StackOverflow.com</a>, it's a place where people post questions on various interests and you might find something.
