This isn't North Korea, the Head of State is not an unlimited despot. This is a democratically-operated Constitutional Republic, and the President has to answer to the courts to some degree and especially to Congress. It's been said "the President is the prisoner of Congress." Without Congress' approval, the President really can't do a whole lot, especially if it's a new proposal. So let's say the President did something like try to remove the cops in Ferguson, they go to Federal Court and get an injunction, and the only way that can be overridden is if the president is willing to call in the army or the National Guard to enforce his unlawful order. Whereupon Congress impeaches him and he's no longer in power.
