Anime characters look Japanese to Japanese people because that's their default the same way white is default in the West. Big eyes and pale skin aren't only found in Europe. Prizing lighter skin is common among a lot of Asian cultures. Tezuka had a huge influence on all things anime and he was heavily influenced by Betty Boop and Disney, hence the huge eyes. I don't know what's up with the neon hair though.[/quote]
