If you have no refund, they just <A HREF="http://www.washingtonpost.com/blogs/wonkblog/wp/2013/05/13/readers-ask-we-answer-what-happens-if-you-dont-pay-obamacares-tax-penalty/">start a tab</A> and hope that one day you'll become law-abiding citizen and pay it off.
