Arinn posted a blog thingie Saturday about it
Here. From what I can gather, the studio has been hemorrhaging money and staff in the past 3-4 months, meaning they weren't going to be able to make their release date. If they had pushed back the release date, they would have basically been broke and Paradox wasn't going to give them an extension. So they said fuck it, and launched anyways with features missing and the game in a not quite unplayable, but certainly boring-as-shit state (features such as independent worlds & space terrain are missing, random encounters/grand menaces are broke, the research system says it's gonna take 20 turns to research something, battles are a joke as it takes you 5 minutes to cross the map, etc.). Unlike MOO3, which was working as intended for all I knew, SOTS2 is just hilariously broken. You can see that it might be a fun game, and maybe if there was a battle skirmish simulation mode you could play it as a cooler version of "Gratuitous Space Battles" without any strategic mode. But none of that matters because all the parts aren't working in tandem, and there is ZERO documentation explaining a goddamn thing.
