In any case, for a good semi-budget setup:
CPU: AMD Phenom II X4 965; CPU cooler: many options, look up some reviews. Scythe coolers are good, but one of the best ones is a Thermalright Ultra-120 eXtreme Rev.C blabla + you'll need a fan for it, there are probably other good ones since the last time I researched; Muthaboard: ASRock M3A770DE; RAM: some of the cheap-series Corsair or maybe Kingston, the expensive series are for insane people. 2GB for XP, 4GB for Win7; Video: ATi Radeon HD 4890 1GB, the cheapest you can find. If you care at all about noise, you'll want to get an Arctic Cooling Accelero TWIN TURBO cooler for it; Sound: Soundblaster X-Fi Titanium, it's the same as the Fatal1ty Blabla, but much cheaper; PSU: Corsair 850HX. I guess you could go for less, like a 850TX, but I'd spend a little extra and get the vastly superior HX. A good PSU is important; HDD: anything with a label that says Western Digital and has at least 7200 RPM, I don't suppose you'll want to go for SSD; Case: it's a case, who even cares; Drives: see above; Monitor: got an old CRT lying around that you like? Go ahead and use it. Another option is to be a man and get a Samsung XL2370.
